RESOLUTION ON
NATIONAL MINIMUM WAGE

Mukti Morcha and the Citizens’ Commission on Bonded and Child
Labour welcoming in principle the decision of the Central Government
to fix a national level floor wage but rejecting the sum of rupees
40 per day as arbitrary, and not being based on any criteria,
but only on poverty line consideration, reiterate their plea for
a national minimum wage (NMW) payable to all men and women workers
with a view to avoiding a debate on how it should be calculated.

and the Commission demand that a National Minimum Wage should
be equal to the first day wage of class IV employee in the Central
Government which have been fixed on variety of considerations
examined by the Vth Pay commission and that it should be
revised periodically in step with that of the Central Government
employees.

and the Commission also demand that in the case of employment
on piece rate basis, the piece rate to be so structured as would
enable a worker to earn at least the daily time rated minimum
wage for eight hour of production work.

and the Commission demand a new National Minimum Wage should be
calculated on human labour cost in the fixation of remunerative
prices of farm produce, and in order to create maximum awareness
about this basic human right of unorganized labour demand that
the entire electronic mass media should be geared up to disseminate
relevant information about National Minimum Wage on a regular
basis.

and the Commission also strongly urge for the NMW to have reference
to the welfare of the worker and his family. There should
be an Employment Guarantee Scheme (EGS) for at least 240 days
in a year (accompanied by imposing of total prohibition throughout
the country).

and the Commission therefore demand the Central Government to
initiate steps to fix NMW on basis of guidelines suggested above.
